Kay H. Melvin

Ms. Melvin is the Director of Business Relationship Management in the US Patent and Trademark Office’s Office of the Chief Information Officer. She is responsible for working with the Business Units within the USPTO to co-ordinate the effective delivery of IT products and services, managing the international programmes that are supported by the OCIO and ensuring that customer satisfaction is achieved within established standards for the Office.

Ms. Melvin is from North Carolina, where she earned a B.A. in Social Science from Elon College, and a Masters in Library Science from the University of Maryland. Ms. Melvin has held several leadership roles in public sector information management. At the USPTO, she was the Deputy Director of the Search and Technical Information Center (STIC), providing on-line search support services to patent examiners, and the Executive for Customer Information Services, responsible for the distribution of patent and trademark information to external USPTO customers using a variety of dissemination channels that offer data for sale or for free. The sales operation provided on-line ordering and delivery of various data products and free access to search systems in the Public Search Facility on the USPTO’s Alexandria campus and via the Patent and Trademark Depository Library Program that supports 84 libraries around the United States.

Kay Melvin previously served as the Chief Information Officer for the Economics and Statistics Administration (ESA) and Director of STAT-USA, collecting economic and statistical data that was sold as a subscription service to users around the world.
